San Francisco CARBOB RVP changes Jan 23

Platts San Francisco CARBOB and premium CARBOB will reflect 12.5 RVP on or around January 23.

This change reflects seasonal adjustments to RVP levels as required by the Kinder Morgan pipeline system.
