Los Angeles CARBOB RVP changes Feb 1

Platts Los Angeles CARBOB and premium CARBOB will reflect 5.99 RVP on or around February 1.

This change reflects seasonal adjustments to RVP levels as required by the Kinder Morgan pipeline system.
