All oil subscriber notes to be published on PGA 1500

Platts proposes to publish all subscriber notes directly to page 1500 beginning March 1, 2012.

Platts will no longer create an "index page" for subscriber notes, nor will it publish the notes to a carousel of pages found on PGA 1501-1545.
