Platts, part of S&P Global Commodity Insights, has changed the freight baskets and freight rates used in the calculation of its European ULSD and gasoil netback and net-forward cargo assessments, to exclude Russian loadports and take into account changing trade flows into Europe, with effect from Jan. 3.
The move followed a proposal note published Sept. 30 at: https://www.spglobal.com/commodityinsights/en/our-methodology/subscriber-notes/093022-platts-proposes-to-change-european-ulsd-gasoil-netback-and-net-forward-freight-baskets-jan-3-2023 and a decision published Oct. 31 reachable at: https://www.spglobal.com/commodityinsights/en/our-methodology/subscriber-notes/103122-platts-to-change-european-ulsd-gasoil-netback-and-net-forward-freight-baskets-jan-3-2023
Observations of changing trade flows so far as well as market feedback have suggested that the NWE ULSD and gasoil markets will increasingly be served by the Amsterdam-Rotterdam-Antwerp region, where Long- and Medium-Range tankers from the East of Suez and the US Gulf Coast were expected to break bulk, combined with domestic Northwest European supply.
In the Mediterranean ULSD and gasoil markets, supply into the CIF Handysize market was expected to continue to come from regional refiners, particularly from the East Mediterranean.
The changes and the affected assessments are as follows:
