S&P Global Platts launches a daily price assessment for carbon credits under the Low Carbon Fuel Standard (LCFS) as defined by the California Air Resources Board CARB) on January 3, 2017. The launch follows a proposal note released October 28, a consultative period for review and feedback and a decision note published November 17.
Platts assesses carbon credits that are to be transferred before the end of the current quarter and next quarter. Platts will continue to publish the current quarter and next quarter values up until the 15th of the last month ofthat quarter. The assessment will roll on the 15th, unless that day is not a business day, in which case the assessment rolls over on the preceding business day.
For example on March 14, Platts would assess carbon credits for transfer in Q1 2017 and carbon credits for transfer in Q2 2017. On March 15, Platts would assess carbon credits for transfer in Q2 2017 and carbon credits for transfer in Q3 2017.
The assessments are in US dollars per metric ton (mt) of carbon dioxide equivalent and are published in Platts Biofuelscan and on the Platts Biofuels Alert real time service on the following pages; PBF0010 and PBF0210. The daily assessments will be published under the following Platts codes: Low Carbon Fuel Standard carbon credits front quarter AAXYA00 Low Carbon Fuel Standard carbon credits second quarter AAXYZ00
This launch follows an initial proposal subscriber note that was published October 7, 2016. Platts welcomes all further feedback and questions on the proposed assessment.
