Following its initial proposal on September 15, 2014, to start publishing a jet fuel excise tax for Russia with effect from January 2, Platts has decided to keep the concept under review.
Russia has reviewed its tax code and is expected to introduce an excise duty on jet from 2015, although the duty will only be applicable to airlines included in the commercial aviation register of the Russian Federation, to whom it will subsequently be refunded.
Due to its potentially restricted scope of application, Platts will continue to review the potential to ultimately publish the duty and/or reflect it in the calculation of its jet fuel Russian netback.
Platts will, in the meantime, make no changes to its Russian jet fuel netback calculations to reflect this duty.
Platts invites further feedback and comments to europe_products@platts.com and pricegroup@platts.com.

Platts will consider all comments received and will make written comments available on request.
