Data timestamp change to Brazilian bunker postings

Basing on the feedback from Platts data subscribers, the evening numbers for the following symbols will carry a timestamp of 13:00 PM instead of 22:00 PM starting October 5, 2017. The reason behind the change is to avoid sending future-dated data to subscribers. This doesn't change the update time of the data.
