New NEB Canada symbols

The following symbols have been created for weekly crude throughput statistics reported by the National Energy Board, Canada (NEB).

NEB has combined some of the reported pipeline locations into two new pipeline locations: Quebec & Eastern Canada and Western Canada. They will start updating shortly.

Symbols for previous pipeline locations Atlantic, Quebec, Prairie, and British Columbia will be discontinued later on.
