Data update changes to Brazilian bunker postings

Starting March 9, 2017, the following postings will be updated twice a day when there are updates from Brazil's Petrobras. Their frequency will change from DW (daily) to ID (intraday). The changes reflect how exactly the source publishes the data. The data will carry timestamps, 9:00 AM and 22:00 PM Brazilian time.
