Trade commission votes to continue antidumping and countervailing investigation
US producers seek inquiry alleging rebar imports sold below normal value
Duty determinations to be announced starting Aug. 25
The US International Trade Commission voted on July 18 to continue an antidumping and countervailing investigation into imports of steel concrete reinforcing bar from Algeria, Bulgaria, Egypt and Vietnam.
The preliminary determination in the case allows the Department of Commerce to continue the investigation after the US' Rebar Trade Action Coalition filed a joint petition in June requesting the agency investigate rebar imports from the four countries.
The commission determined "there is a reasonable indication that a US industry is materially injured due to imports of steel concrete reinforcing bar from Algeria, Bulgaria, Egypt, and Vietnam that are allegedly sold in the United States at less than fair value and subsidized by the governments of Bulgaria, Egypt and Vietnam."
Preliminary countervailing duty determinations are due on Aug. 28, and preliminary antidumping duty determinations are due on Nov. 12.
The targeted countries accounted for 51.4% or 551,163 short tons of US rebar imports between April 2024 and March 2025, while the petitioning companies accounted for almost all US production, according to the US' Rebar Trade Action Coalition petition document.
Members of the coalition are Byer Steel, Commercial Metals, Gerdau Ameristeel US, Nucor, Optimus Steel and Steel Dynamics.
The International Trade Commission's public report will be made available by Aug. 25.
