Borne has been transport minister in de Rugy's energy transition ministry.
Previously, she has headed the Paris transport authority and worked as strategy director for state-owned railway SNCF.
Borne had been part of Segolene Royal's team as energy minister under the Hollande government.
De Rugy resigned over media allegations of extravagant spending. He was appointed last September following the resignation of Nicolas Hulot.
France is planning to pass a number of energy reform and climate bills this autumn, including multi-annual PPE energy plans up until 2028 and a 2050 climate law.
