Platts adjusts emissions cost percentage of yearly, dynamic conventional, LNG carbon-inclusive base rates

Platts, part of S&P Global Energy, has adjusted the emissions cost percentage of yearly, dynamic conventional and LNG carbon-inclusive base rates, as well as EUA charges for assessed routes, effective Dec. 8, 2025.

Previously, Platts calculated carbon-inclusive base rates and EUA charges based on 70% of the cost of carbon emissions estimated for each route.

The adjustment now accounts for 100% of emissions costs, following the phased-in approach outlined by the European Parliament regarding the reporting and payment of emissions, which requires that 100% of emissions reported in 2026 will be payable in 2027. The change is in line with EU Directive 2023/959 of May 10, 2023.

The conventional and LNG carbon-inclusive base rates fully reflect the costs to offset:

  • 100% of CO2 emissions for intra-EU voyages and time spent at European Economic Area berths
  • 50% of CO2 emissions for all inbound and outbound voyages between EU and non-EU member states
  • 0% of CO2 emissions while the vessel is docked in non-EU member state ports

The yearly conventional and LNG carbon-inclusive base rates include an average of spot values of EUAs, from Oct. 1, 2024, to Sept. 30, 2025.

The dynamic conventional and LNG carbon-inclusive base rates include the spot value of EUA for the corresponding date (symbol code - EADLP00).

Additionally, yearly and dynamic EUA charges basis conventional fuel and LNG are published as stand-alone values to represent the estimated cost of conventional and LNG carbon emissions of each assessed route.
