Platts proposes to update 2026 and 2027 RVO assessments, Nov. 18, 2026
Platts, part of S&P Global Energy, proposes to update the weightings used to calculate its 2026 Renewable Volume Obligation (RVO) assessments (RVOY026, RVOR002 and, RVOZ026) and its 2027 RVO assessment (RVOY027 and RVOZ027), effective Nov. 18, 2026.
The proposed changes would reflect the proposed first approach by the US Environmental Protection Agency (EPA) to reallocating Renewable Identification Numbers (RINs) associated with 2025 Small Refinery Exemptions (SRE).
On Aug. 31 , the EPA announced decisions on 34 individual SRE petitions for the 2025 compliance period. The decisions resulted in a total of 1.76 billion RINs being exempted.
On Oct.13 , the EPA proposed reallocating 100% of the difference between its projected, i.e. 990 million RINs, and the actual exempted, i.e. 1.76 billion RINs, SRE volumes for 2025.The agency proposed either reallocating the resulting 770 million RINs equally to the 2026 and 2027 obligations or reallocating the entire volume to 2027.
In response to the EPA's announcement, Platts proposes to adopt the first approach based on historical EPA decisions and feedback received from market participants. Under this proposal, Platts would allocate 385 million additional RINs to each of the 2026 and 2027 obligation years.
Additionally, Platts proposes using the 2023-2025 average exempted volumes for gasoline and diesel, totaling 10.07 billion gallons, based on the most recent SREs granted, for the calculation of the 2026 and 2027 RVO assessments. This approach aligns with the EPA's established practice of utilizing the most current available data in its final rulings and market feedback.
The proposed RVO weightings are as follows:
| Category |
Current 2026 |
Proposed 2026 |
Current 2027 | Proposed 2027 |
| D6 | 9.08 % | 9.36% | 9.17% | 9.46% |
| D5 | 0.39 % | 0.41% | 0.40% | 0.43% |
| D4 | 5.24% | 5.38% | 5.37% | 5.50% |
| D3 | 0.79% | 0.80% | 0.84% | 0.85% |
Subject to the EPA's final rule, Platts would calculate the 2026 and 2027 RVO assessments, expressed in cents per gallon, using the following formulas and updated weightings:
2026 RVO = 9.36% (D6) + 0.41 % (D5) + 5.38% (D4) + 0.80 % (D3)
2027 RVO = 9.46% (D6) + 0.43 % (D5) + 5.50% (D4) + 0.85 % (D3)
In accordance with the Platts methodology, the formulas may be updated following further EPA announcements, including their final ruling on the applicable RVO requirements.
