Platts proposes adding Foynes to ports reflected in ULSD CIF NWE assessment

Platts, part of S&P Global Energy, proposes to expand the list of ports reflected in its Market on Close assessment process for CIF Northwest European ULSD cargoes, effective Jan. 4, 2027, to include Foynes in the Republic of Ireland.

Following market feedback, Platts understands that Foynes is an import location for diesel, with sustained flows arriving in the port each year. Platts understands the port to be able to accommodate handy-size tankers for cargo discharge, with a maximum draft of 10.5 meters, and a current aggregate oil storage capacity of 82,000 cubic meters.

Under the proposal, Platts would start publishing bids and offers for "Foynes" in the Platts Market on Close assessment process for CIF NWE ULSD cargoes, in addition to the ports currently reflected.

Platts currently publishes bids and offers for the following locations:

Belgium: Antwerp, Ghent;

France: Bordeaux, Brest, Donges, Dunkirk, La Pallice, Le Havre, Lorient, Pauillac, Rouen;

Germany: Bremen, Hamburg Kiel, Rostock, Wilhelmshaven;

Ireland: Dublin;

Netherlands: Amsterdam, Rotterdam;

Poland: Gdynia, Gdansk;

Spain: Bilbao, Gijon;

UK: Belfast, Cardiff, Clydebank, Eastham, Grangemouth, Immingham, Londonderry, Milford Haven, Plymouth, Teesside, Thames, Tranmere

Platts is requesting feedback on all aspects of this proposal, including the suitability of Foynes as well as the current list of ports reflected in the assessment process.

The ULSD CIF NWE cargo assessment is published in Platts European Marketscan and PGA page 1110 as well as in the Platts price database under the code AAVBG00.
