Platts proposes to launch FuelEU Compliance Surplus (FCS) price assessments Jan. 4, 2027
Platts, part of S&P Global Energy, proposes to launch weekly FuelEU Compliance Surplus (FCS) price assessments and associated monthly averages, effective Jan. 4, 2027.
Under the FuelEU Maritime Regulation, ships can utilize flexibility mechanisms, including banking, borrowing, and pooling, to manage their compliance balances. Compliance is measured by a vessel's average Well-to-Wake greenhouse gas (GHG) intensity of energy used on board during a given compliance year.
FuelEU compliance surplus is generated when the GHG intensity of energy used onboard a vessel is below the required FuelEU limit, resulting in a positive compliance balance. The proposed assessments would reflect the spot value of FuelEU compliance surplus available for allocation through FuelEU pooling, expressed in €/mtCO2e.
Platts proposes to assess FCS in standardized lot sizes of 500-1,000 mtCO2e. Platts would consider all available market information, including firm bids and offers, transactions and indications of value, as well as any other information deemed relevant to the assessment process. Bids, offers and transactions for other lot sizes may be considered and normalized to the proposed standard.
The assessment would be published weekly in €/mtCO2e. Platts would also publish monthly averages calculated from the weekly FCS assessments published during the relevant calendar month.
The assessments would be published on the following fixed pages for weekly assessments (PGB2050, PGA2051, PRF2050) and the following for monthly averages (PGB2052, PGA2053, PRF2052).
They would also be published in the Bunkerwire and Bunkerwire Monthly reports, along with the Biofuelscan reports.
Additionally, Platts would publish all FuelEU CO2 abatement assessments in the following fixed pages for weekly assessments (CMA2500, ETA2500) and the following for monthly averages (CMA2501, ETA2501), along with the Carbon Markets Daily report as mirror symbols.
Platts is also seeking feedback on the publication of forex converted FCS assessments in $/mtCO2e, alongside the €/mtCO2e assessments published.
