Platts proposes to launch Rotterdam bio-LNG FuelEU CO2 abatement assessments from Jan. 4, 2027

Platts, part of S&P Global Energy, proposes to launch daily FuelEU CO2 abatement assessments reflecting greenhouse gas abatement costs for the maritime sector by using bio-LNG, effective Jan. 4, 2027.

The proposed assessments would quantify the cost of emissions abatement generated through the combustion of unsubsidized bio-LNG and subsidized bio-LNG bunker fuel in Rotterdam against both very-low sulfur fuel oil and marine gasoil.

The assessments would supplement Platts' existing suite of FuelEU CO2 abatement assessments, found here.

These abatement assessments would be expressed in terms of $/mtCO2e, allowing for standardized comparisons across different fuel types. The emissions factors for Well-to-Wake emissions for fossil bunker fuels are calculated in accordance with Regulation (EU) 2023/1805 of the European Parliament.

For bio-LNG, the Well-to-Wake emissions are calculated at a carbon intensity of –30g CO2/MJ, aligning with the CI specifications for Platts' bunker assessments for unsubsidized and subsidized bio-LNG: https://www.spglobal.com/energy/en/pricing-benchmarks/our-methodology/subscriber-notes/070126-platts-updates-carbon-intensity-value-for-subsidized-unsubsidized-rotterdam-bio-lng.

Platts proposes to launch abatement assessments reflecting 100% and 50% of EU ETS costs, as well as EU ETS exclusive assessments, for both subsidized and unsubsidized bio-LNG.

The assessments that include EU ETS costs would use the Tank-to-Wake emissions factors of the fuels, multiplied by the daily EUA price assessments published by Platts (EADLP00), to calculate EU ETS costs.

All bio-LNG CO2 abatement assessments would reflect a 1630 London time market close and follow the Platts UK publishing schedule.

The assessments would be published on the following fixed pages for daily assessments: PGB2050, PGA2051, PRF2050, LNG0865, LNG0860, PGN0860, and the following for monthly averages: PGB2052, PGA2053, PRF2052, LNG0866.

They would also be published in the Bunkerwire and Bunkerwire Monthly reports, along with the Biofuelscan report and LNG Daily report.

Additionally, Platts would publish all bio-LNG abatement assessments in the following fixed pages for daily assessments: CMA2500, ETA2500, and the following for monthly averages: CMA2501, ETA2501, along with the Carbon Markets Daily report as mirror symbols.
