Platts, part of S&P Global Energy, has updated its renewable diesel, RD99 and RD100 assessments for Los Angeles and San Francisco, effective Aug. 3, 2026.
The update includes revisions to assessment incoterms, delivery methodology and rolling dates, as well as the removal of the California cap-and-trade cost component. The updates intend to better reflect the US renewable diesel spot market.
The assessments were first proposed in a subscriber note published on June 11, and were confirmed on July 6.
The affected assessments are:
| Assessment | Symbol | Monthly Averages |
| RD99 LA | AAUWB00 | AAUWB03 |
| RD99 LA vs CARB ULSD | RAUWF00 | RAUWF03 |
| RD99 LA vs NYMEX ULSD | AAUWF00 | AAUWF03 |
| RD99 SF | AAUWD00 | AAUWD03 |
| RD99 SF vs CARB ULSD | RAUWH00 | RAUWH03 |
| RD99 SF vs NYMEX ULSD | AAUWH00 | AAUWH03 |
| RD100 LA | AAUWC00 | AAUWC03 |
| RD100 LA vs CARB ULSD | RAUWG00 | RAUWG03 |
| RD100 LA vs NYMEX ULSD | AAUWG00 | AAUWG03 |
| RD100 SF | AAUWE00 | AAUWE03 |
| RD100 SF vs CARB ULSD | RAUWI00 | RAUWI03 |
| RD100 SF vs NYMEX ULSD | AAUWI00 | AAUWI03 |
The changes are as follows:
| Previous | Effective Aug. 3 | |
| Basis and location | Delivered at place via rail car (UP or BNSF) to the Los Angeles and San Francisco area | Pipeline, LA and SF Kinder Morgan Pipeline System |
| NYMEX NY ULSD differential basis | Front month | Front and second months, reflecting trading liquidity and market feedback |
| Timing | Delivery 15-30 days forward from the date of publication | Any month pipeline cycle |
| CCA | Inclusive | Excluded |
Platts continues to assess 99% RD ASTM D975 with a Carbon Intensity of 37.01 grams of CO2 equivalent/megajoule.
These assessments reflected the value of fuel for delivery on the Kinder Morgan Pipeline System. Platts assesses an "any month pipeline cycle," reflecting deliveries scheduled for any cycle during the current calendar month. Shipments on the Kinder Morgan pipeline are scheduled according to cycles. There are typically four cycles per month, for a total of 48 per year. For example, cycles 1, 2, 3 and 4 are for January; cycles 5, 6, 7, and 8 are for February, etc. Each cycle lasts approximately 7.5 days.
Rail and truck volumes are considered and may be normalized to reflect pipeline.
Platts also publishes the RD prices as a differential to the NYMEX ULSD futures contract daily settle. The differential rolls from using the front-month NYMEX ULSD futures contract (AAHS001) to the second month (AAHS002) contract based on trading liquidity and market feedback. For the LA diesel differential, it typically rolls in the third week of the month, while for the SF differential, it typically rolls in the fourth week of the month.
Platts has also removed the California carbon allowance costs associated with the RD barrels, to reflect current market trading activity. The Los Angeles and San Francisco RD100 assessments include the California Low Carbon Fuel Standard (LCFS) credit, blender's tax credit, and D4 biomass-based diesel Renewable Identification Number. In the absence of market indications, Platts may take into account the Platts RD99 assessment plus the associated credits and tax.
RD99 and RD100 assessments are available on fixed pages PBF010, PBF011, PBF310 and PBF311, as well as in the Platts Biofuelscan and Biomass-Based Diesel Report.
