Platts, part of S&P Global Energy, has launched a series of FuelEU abatement assessments that reflect 50% of EU Emissions Trading System costs and has updated the methodologies for several FuelEU abatement assessments, effective Aug. 3, 2026.
This follows a June 1 proposal, available here.
The EU ETS covers 50% of emissions for voyages between EU and non-EU member states and 100% of emissions for voyages occurring between two EU ports.
Market feedback has indicated a need for abatement assessments that capture voyages between EU and non-EU ports. In response, Platts has launched the following assessments:

The new assessments supplement the existing suite of FuelEU CO2 Abatement assessments launched on Sept. 1, 2025, which reflect 100% of emissions under the EU ETS, as well as EU ETS exclusive assessments, launched on Nov 17, 2025.
Platts has changed the methodology for calculating EU ETS costs for the existing FuelEU CO2 Abatement B24 Singapore (VLSFO) assessment (MGVLF00), which includes EU ETS costs.
From Aug. 3, 2026, Platts calculates the EU ETS cost by multiplying the tank-to-wake emissions factor by the Platts daily EUA value, divided by two.
This replaces the previous calculation methodology, in which the EU ETS cost was calculated by multiplying the tank-to-wake emissions factor by Platts daily EUA value, dividing it by two, then halving the final abatement cost for B24 versus VLSFO.
In line with this change, Platts has renamed the assessment from "FuelEU CO2 abatement B24 Singapore (VLSFO)" to "FuelEU CO2 Abatement B24 Singapore (VLSFO) 50% EU ETS," published under the same symbol (MGVLF00).
In addition, Platts has launched a FuelEU CO2 abatement B24 Singapore (VLSFO) EU ETS exclusive assessment, complementing the existing suite of EU ETS exclusive assessments. Platts is now publishing the following abatement assessments for Singapore:

Platts has updated the tank-to-wake emission factors for biofuels in its FuelEU CO2 Abatement EU ETS inclusive assessments from Aug. 3, to reflect the inclusion of methane and nitrous oxide emissions under the EU ETS from 2026.
Since Jan. 2, 2026, Platts has reflected methane and nitrous oxide emissions only for the fossil fuel volumes within its abatement assessments, and has retained tank-to-wake emission factors of zero for UCOME components.
Platts has amended the tank-to-wake emissions factors for UCOME components to 0.05489 metric tons of CO2 equivalent/mt of fuel, as per the EU ETS.

The FuelEU maritime CO2 abatement assessments are expressed in $/mtCO2e, allowing for standardized comparisons across different fuel types. The emissions factors for well-to-wake emissions are calculated in accordance with regulation (EU) 2023/1805 of the European Parliament.
For UCOME, the default emissions value is 14.9 grams of CO2 equivalent/megajoule under the EU Renewable Energy Directive (RED).
The new assessments are published on the following fixed pages for daily assessments: PGB2050, PGA2051, PRF2050; and the following for monthly averages: PGB2052, PGA2053, PRF2052.
All FuelEU CO2 abatement assessments reflect a 1630 London time market close and follow the Platts UK publishing schedule, apart from FuelEU CO2 Abatement B24 Singapore assessments, which follow the Singapore publishing schedule reflecting a 1730 Singapore time market close and the Platts Singapore publishing schedule.
They are also published in Platts Bunkerwire, Bunkerwire Monthly and Biofuelscan.
All FuelEU CO2 abatement assessments are published as mirror symbols in the following fixed pages for daily assessments: CMA2500, ETA2500, and the following for monthly averages: CMA2501, ETA2501. The mirror symbols will also appear in the Carbon Markets Daily report.
