Platts proposes to remove UK ports as a delivery basis from the SAF CIF NWE assessment, Sept. 28

Platts, part of S&P Global Energy, proposes to exclude UK ports from the Northwest Europe delivery basis for its SAF (HEFA-SPK) CIF NWE cargo price assessment, effective Sept. 28, 2026.

The proposed change follows research indicating an intrinsic value difference between SAF volumes in the UK market and mainland Europe. This divergence in value is derived from differentiating regulatory frameworks, specifically as the UK's model incentivizes better lifecycle greenhouse gas (GHG) performance, in contrast to the ReFuelEU volumetric mandate structure, which does not account for GHG savings. Platts seeks to include only markets where product values are formed under sufficiently comparable regulatory, commercial and demand conditions.

Excluding UK locations would help to ensure that the SAF (HEFA-SPK) CIF NWE assessment reflects a more homogeneous market in which bids, offers and trades are directly comparable and fungible for pricing purposes.

The Platts SAF CIF NWE assessment would continue to reflect cargoes of HEFA-SPK delivered to the Amsterdam-Rotterdam-Antwerp hub, as well as northern France.

The proposed change would impact the Platts SAF (HEFA-SPK) CIF NWE $/mt (AJNWD00) and Platts SAF (HEFA-SPK) CIF NWE Premium $/mt (AJNWF00) assessments, along with associated currency and unit conversion assessments.
