Platts launches revised bunker fuel consumption of compliant fuel for Base Rates calculations, effective July 1

Platts, part of S&P Global Energy, has launched revised bunker fuel consumption effective July 1, 2026 for yearly and dynamic:

• Conventional Base Rates.

• Carbon-Inclusive Base Rates.

• EUA charges for 532 assessed routes that involve Emission Control Areas (ECA) and Non-ECA distances.

The calculations reflect the use of compliant fuel, in line with International Convention for the Prevention of Pollution from Ships (MARPOL) Annex VI, Regulation 14, which establishes a sulfur limit of 0.5% for fuel oil used outside ECAs and 0.1% sulfur within ECAs.

Previously, bunker fuel consumption was calculated based on the compliant fuel applicable to the ECA or non-ECA segment that predominates within the total distance of the voyage.

Under the revised approach, the adjustment reflects the bunker fuel consumption based on updated ECA and non-ECA distances for all assessed routes, including the designation of the Mediterranean Sea as an ECA under the MARPOL Annex VI on May 1, 2025.

For routes originating East of Suez, bunker fuel now reflects Low Sulfur Marine Gasoil 0.1% delivered Singapore for ECA distances. Dynamic Base Rates are now calculated using the spot price of Low Sulfur Marine Gasoil 0.1% delivered Singapore (AAXYO00), while yearly Base Rates now consider an average of AAXYO00 from Oct. 1, 2024, to Sept. 30, 2025, for implied routes.

Bunker fuel prices for both yearly and dynamic Base Rates remain unchanged from those established at the launch of the 2026 yearly Base Rates. The corresponding subscriber note can be found here.

In total, the change affects the compliant fuel consumption for 532 assessed routes out of a suite of 1,271 assessed routes.
