Platts proposes to launch New Mexico Clean Transportation Fuel Program Credit assessments, Aug. 3

Platts, part of S&P Global Energy, proposes to launch New Mexico Clean Transportation Fuel Program credit daily price assessments, effective Aug. 3, 2026.

Platts proposes to launch these assessments in response to New Mexico's establishment of a statewide CTFP, joining other US states that have implemented clean fuel programs. The proposed assessments are intended to improve price transparency in this credit market as the role of biofuels continues to grow in the US.

Platts proposes to launch front-quarter and second-quarter CTFP credits that are to be transferred before the end of the respective quarters.

The daily assessments would roll to reflect the next quarter on the first publishing day after the 14th of the last month of the quarter. For example, the Front Quarter assessment on June 11 would represent Q2 and would role to Q3 on June 15.

The new assessments would reflect a minimum traded volume of 1,000 metric tons of CO2 equivalent.

The New Mexico CTFP credit prices would be published as an outright price in US dollars per metric ton of carbon dioxide equivalent. The assessments would reflect a 1330 Houston time market close and follow the Platts US publishing schedule.

The assessments would consider market information reported to Platts and published throughout the day, including firm bids and offers, trades and indicative values, as well as any other data deemed relevant to the assessment process.

The new assessments would be published in Platts Biofuelscan , Biomass-Based Diesel Report, Weekly Ethanol Report, and on Energy Core. The assessments would be available on the following fixed pages: EV3001, EV3002, and PB0010, 12, 210, 212, 214, and 216.
