Platts to revise bunker fuel consumption for Conventional and Carbon-Inclusive Base Rates and EUA charges for assessed routes, July 1

Platts, part of S&P Global Energy, will revise bunker fuel consumption for yearly and dynamic Conventional Base Rates, Carbon-Inclusive Base Rates and EUA charges for 532 assessed routes that involve Emission Control Areas (ECA) and non-ECA distances, effective July 1, 2026.

The calculations will reflect the use of compliant fuel, in line with International Convention for the Prevention of Pollution from Ships (MARPOL) Annex VI, Regulation 14, which establishes a Sulfur limit of 0.5% for fuel oil used outside ECAs and 0.1% Sulfur within ECAs.

Platts initially proposed this change in a subscriber note published May 20.

Currently, bunker fuel consumption is calculated using the compliant fuel applicable to the ECA or non-ECA segment that predominates within the total distance of the voyage.

The adjustment will reflect the bunker fuel consumption based on updated ECA and non-ECA distances for all assessed routes, including the designation of the Mediterranean Sea as an Emission Control Area under the MARPOL Annex VI on May 1, 2025.

Additionally, bunker fuel costs for routes starting at the East of Suez will consider Low Sulphur Marine Gasoil 0.1% Dlvd. Singapore for ECA distances (symbol code AAXYO00). The dynamic Base Rates will be calculated using the spot price of AAXYO00, and yearly Base Rates will consider an average of AAXYO00 from Oct. 1, 2024, to Sept. 30, 2025, for implied routes.

Bunker fuel prices for both yearly and dynamic Base Rates remain unchanged, as established at the launch of the 2026 yearly Base Rates. The corresponding subscriber note can be found here.

This change will affect the compliant fuel consumption for 532 assessed routes, from the suite of 1,271 assessed routes.
