S&P Global Platts proposes to discontinue the New York Harbor 1%S FOB cargo assessment, the 2.2%S Boston delivered cargo assessment and the RMG 380 FOB NYH cargo assessment, effective August 3, 2020.
The 1%S FOB assessment is typically assessed based on a discount to the delivered 1%S NYH CIF assessment, and observed trade for this grade is fuel is typically delivered. Platts is not proposing any change to the NYH 1%S CIF assessment.
The Boston 2.2%S delivered cargo assessment is typically based on a premium to the NYH 2.2%S assessment, and Platts observes little spot trade in Boston for this grade of fuel. Platts is also not proposing any change to the NYH 2.2%S CIF assessment.
The RMG 380 FOB NYH assessment is typically assessed at a premium to the NYH 3%S delivered assessment, and observed trade for this grade of fuel is typically delivered. The 3%S NYH CIF assessment also is not currently reflecting an RMG specification, though Platts is separately proposing to update the specifications for this assessment to reflect RMG 380, ISO 8217:2010 standard for petroleum products - Fuels (Class F) - Specifications of Marine Fuels, but with a maximum sulfur limit of 3.5%.
These assessments are published in US Marketscan, Oilgram Price Report and European Marketscan, and on pages 510, 152 and 511 of Platts Global Alert.
The codes for the assessments are:
AAWLG00: Fuel Oil No. 6 1%S NYH FOB Cargo
PUAWN00: Fuel Oil No. 6 2.2%S Boston Delivered Cargo
AAWLF00: Fuel Oil RMG 380 FOB NYH Cargo
Alongside this discontinuation Platts is opening a formal consultation of its suite of US Atlantic Coast assessments.
