Platts opens consultation on CIF NWE 0.1% gasoil assessment methodology

Platts, part of S&P Global Energy, is opening a consultation period to review the methodology and underlying specifications reflected in its Gasoil 0.1%S CIF NWE Cargo assessment (Code: AAYWS00) and the related freight netback Gasoil 0.1%S FOB NWE Cargo (code: AAYWR00).

The assessment currently reflects French heating oil meeting Fioul Oil Domestique (FOD) specification with a sulfur concentration of max 0.1%, equivalent to 1,000 parts per million. The assessment reflects a cargo of 20,000 metric tons delivered 10-25 days forward in Northwest Europe and normalized to basis Le Havre.

Platts understands that legislation in France will mandate a sulfur content of 50ppm maximum from March 2027, down from the existing 1,000 ppm limit.

In light of this regulatory change, Platts seeks feedback on the specification reflected in this assessment to ensure it remains representative of the high sulfur gasoil complex in Northwest Europe, as well as the wider methodology parameters underpinning the assessment.

In particular, Platts is seeking feedback, but not limited to, on the following:

  • Whether the assessment could be derived as a freight net-forward assessment derived from the existing Gasoil .1%S (1,000 ppm) FOB ARA Barge assessment (code: AAYWT00), reflecting German DIN Heating Oil specification with a 1,000 ppm maximum sulfur concentration
  • Whether the assessment should reflect a 0.1%S DMA specification, and, if so, whether this should be reflected on an as-is density basis; additionally, Platts seeks feedback on the basis port for the assessment
  • Any other alternatives
