Platts proposes to launch additional California Carbon Offset assessment, update name, specifications for existing CCO Current Month assessment, June 1

Platts, a part of S&P Global Energy, proposes to launch an additional price assessment for California Carbon Offsets (CCOs) with Direct Environmental Benefits in the State (DEBS), effective June 1, 2026.

Platts recognize s the relevance of differentiating between CCO s with the DEBS attribution attached and its importance in compliance obligations. Compliance entities may use up to 6 % of compliance offset credits to fulfill their compliance obligations for emission s from 2026-2030. Half of the offset credit use limit must have the DEBS attribution.

Given this, Platts proposes to launch an assessment for CCOs with DEBS an assessment with the following specifications:

Simultaneously, Platts proposes to update the volume for its existing CCO Current Month Current Year Vintage assessment from the original specifications of 1,000-10,000 mtCO2e to 5,000- 50,000 mtCO2e. This change would reflect more typical volumes traded in the spot market.
