Platts, part of S&P Global Energy, will update its 2026 Renewable Volume Obligation (RVO) weightings (RVOY026 and RVOR002) using the Environmental Protection Agency's (EPA) Proposed Renewable Fuel Standards for 2026 with 2025 Annual Energy Outlook (AEO) considering November small refineries exemptions (SRE) and the updated adjustment factor, effective March 2, 2026.
The EPA's latest proposal calculates the percentages using the 2023 AEO. However, the EPA acknowledged its intent to use updated projections from AEO 2025, also considering new gasoline and diesel projection adjustment factors.
The RVO calculation is subject to change, as the final rule has not been released. On Sept. 18, the EPA submitted a proposal for 2026 and 2027 RVO, addressing the reallocation of SRE granted on Aug. 22. However, the proposal included 50% and 100% reallocation, with comments open to other percentages.
As per Platts' methodology, RVO formulas may be updated when the EPA makes such changes.
Platts previously proposed to use 2025 AEO and the EIA proposed standards for 2026, assuming a 50% reallocation for small refinery exceptions, and maintaining the same adjustment factors, published Feb. 5 here.
Feedback suggested to include SRE's decisions granted in November 2025, as the final rule will take November SRE's into consideration. In addition, following market feedback, Platts will also include the updated gasoline and diesel projection adjustment factors found here.
RVO weightings will be as follows:

Therefore, Platts will calculate the 2026 RVO in cents/gal using the following formula, considering new percentages:
RVO = 8.98% (D6) + 0.36 % (D5) + 4.21% (D4) + 0. 77 % (D3)
