Platts, part of S&P Global Energy, proposes to update its 2026 Renewable Volume Obligation weightings (RVOY026 and RVOR002) using the Environmental Protection Agency's Proposed Renewable Fuel Standards for 2026 with the 2025 Annual Energy Outlook, effective March 2, 2026.
The EPA's current proposal calculates the 2026 percentages using the 2023 AEO. However, the final 2026 RVO rule will use the 2025 AEO to project the 2026 gasoline and diesel volumes, and apply updated projection adjustment factors.
The RVO calculation is subject to change, as the final rule has not yet been released by the EPA. On Sept. 18, 2025, the EPA submitted a proposal for the 2026 and 2027 RVO, addressing the reallocation of small refinery exemption granted on Aug. 22. However, the proposal included 50% and 100% reallocation, with comments open to other percentages. As per Platts' methodology, RVO formulas may be updated when the EPA makes such changes.
Following market feedback, Platts proposes to use the 2025 AEO and the proposed standards for 2026, assuming a 50% reallocation for small refinery exceptions, and maintaining the same adjustment factors.
Platts proposed RVO weightings would be as follows:

Therefore, Platts would calculate the 2026 RVO in cents/gallon using the following formula, considering the proposed percentages above:
RVO = 8.85% (D6) + 0.35% (D5) + 4.17% (D4) + 0. 76% (D3)
