Platts, part of S&P Global Energy, proposes to launch new biodiesel DAP Paulínia, Brazil price assessments that include the state-level ICMS tax, effective May 4, 2026, following the implementation of Brazil's single-phase tax system.
Until April 30, 2023, ICMS was treated as a deferred tax for Brazilian biodiesel producers. As a result, it was not included in Platts' pricing methodology when the DAP Paulínia biodiesel assessment was originally launched Nov. 3, 2021.
The proposed new assessments reflect the full adoption of the single-phase taxation system in Brazil and respond to requests from market participants for Platts to align with the now widely accepted market convention of pricing biodiesel on an ICMS-inclusive basis.
Platts would launch the following assessments that include ICMS, effective May 4, 2026, under the indicated names:
The current Biodiesel DAP Paulinia assessments under Platts codes ABPLA00 and ABPLB00, along with their respective weekly and monthly averages, would continue to be published. However, the daily assessment would be calculated by deducting the applicable ICMS from the new ICMS-inclusive biodiesel assessment. The names of the current assessments would be updated to clearly reflect the exclusion of ICMS, as follows:
