Platts updates FuelEU CO2 Abatement Assessment Tank-to-Wake Factors Jan 2

Platts, part of S&P Global Energy, has updated its FuelEU CO2 Abatement Assessments, owing to regulatory changes in the EU Emissions Trading System as of 2026, effective Jan. 2.

Until 2026, the EU ETS has covered carbon emissions exclusively for 50% of emissions from inter-EU voyages, with 100% coverage of emissions that occur between two EU ports. From 2026, however, the EU ETS will cover CH4 (methane) and N2O (nitrous oxide) emissions in addition to carbon.

Additionally, from 2026 onwards, all FuelEU CO2 abatement assessments, including EU ETS Tank-to-Wake emissions as part of the abatement cost, will report 100% of those emissions as part of the completed phase-in period for shipping in the EU ETS. In 2025, only 70% of overall emissions were accounted for in the calculation of EU ETS inclusive assessments.

The affected FuelEU CO2 abatement assessments are as follows and are inclusive of EU ETS costs, for either the compliant bio-bunker fuel or the conventional fuel abated:
