Platts, part of S&P Global Energy, has modified the Clean Fuel Production Credit calculation and the Renewable Identification Number multiplier, components of the Platts SAF Ethanol-To-Jet Cost of Production with credits USGC assessment (ESTFA00), effective Jan. 2, 2026.
The decision to change these elements of the assessment was first communicated Nov. 11. After considering feedback and conducting an operational analysis, Platts has launched the project effective Jan. 2, 2026, instead of Jan. 5, 2026, as detailed in a note available here
This change considers the latest guidance stated in the US One Big Beautiful Bill Act and the proposed rule for the Renewable Fuel Standard (RFS) for 2026 and 2027.
According to the new US budget legislation, the CFPC applies to fuels exclusively derived from feedstocks produced or grown in the US, Mexico or Canada.
Platts methodology states that one of the SAF inputs for the Aviation Fuel ETJ Cost of Production assessment is ethanol from Brazil (Ethanol FOB Santos -- AAWFO00). As a result, Platts has removed the CFPC from the SAF ETJ Cost of production with credits USGC (ESTFA00) calculation.
Under the proposed RFS rule for 2026 and 2027, the Environmental Protection Agency proposes to reduce the number of RINs generated for imported renewable fuel and renewable fuel made from foreign feedstocks. A gallon of imported renewable fuel, or fuel produced from foreign feedstocks, would generate half the RINs compared to the same gallon of fuel produced in the US from domestic feedstocks.
