EU carbon market sags under mounting political pushback

Growing political pressure is straining the EU’s flagship carbon market as traders grapple with mounting policy uncertainty.

The market, known as the Emissions Trading System, or ETS, covers high-emitting sectors such as power, aviation, and industrial manufacturing. 

It’s delivering on its climate aims. Net EU emissions have dropped by a third since the market launched in 2005.  

But economic anxiety is curbing enthusiasm. 

A growing number of players across European governments and businesses are concerned about industrial competitiveness. They want changes to boost flexibility and lower carbon costs under the ETS.

Nothing major has changed yet. But the shifting mood is already weighing down the market for ETS carbon credits, known as allowances, which have tumbled from recent highs.

A key deadline to watch for is July 2026. That’s when the European Commission is expected to offer options for carbon market reform ahead of an ETS overhaul in early 2027 , which is set to examine parts of the market design like free allowance allocations and expansions to cover other sectors. 

A legal target still binds the EU to cut emissions 90% against 1990 levels by 2040. 

The coming months may show the tradeoffs governments are willing to make to get there.
