European utilities slash spending – can net-zero goals survive?

European utilities have made headlines this year after slashing capital expenditure plans.

Major players like Ørsted and SSE have announced reductions totaling billions of euros, while RWE has cut spending by 25% for the next five years.

The utilities are prioritizing higher-return projects, and without a favorable risk-return balance, they're likely to keep pulling back on investments.

Executives say the urgent need is regulatory clarity so they can reverse the cuts and invest into renewables, batteries and gas generation.

These cost-cutting moves and global uncertainties accompany particularly volatile energy prices across the region. Platts data shows the day-ahead market in Germany has seen increased volatility since the start of the decade and, though the year is not over, 2025 is set to see the highest thus far.

Even the European Commission president recently said that power prices remain “too high, too volatile, and too disparate across Europe."

The decisions made as utilities navigate these regulatory and financial challenges will dictate Europe's clean energy future, so the pressure is on European policymakers to create conditions that foster growth.
