Singapore aims to achieve net zero emissions by 2050
The Singapore Economic Development Board has issued a call for proposal and is working with industry partners to study the viability of biomethane importation and use in Singapore, EDB said late Sept. 15.
"This is part of Singapore's efforts to explore various pathways to decarbonize our fuel and energy mix. A call for proposal is ongoing, and we are not able to comment further at this point," an EDB spokesperson said.
Industry sources said EDB requested proposals on Sept. 3 to develop its decarbonization infrastructure and to establish the regional supply of biomethane and the price at which the fuel would be available.
EBD invited power-generating companies (GenCos) to submit their proposals by Dec. 1, the sources added.
The power companies are required to demonstrate the viability of the biomethane supply chain and to show that the company has clients to purchase the renewable electricity produced, said a source.
The first 10% of molecules are to be delivered by 2030, while the quota available is 18 million MMBtu, the sources added. The call for proposal is scheduled to be awarded on Feb. 28, 2026.
This call for proposal is "the largest single procurement activity HySights has seen in the biomethane markets. While several GenCos will participate, its announcement has demonstrated the potential demand from sectors such as digital infrastructure (data centers and hyperscalers), as well as industrial users in the country," said Ciaran Roe, chief commercial officer at HySights, a ratings agency for clean molecules.
The Singapore government's initiative aligns with its goal to achieve net-zero emissions by 2050.
Biomethane is produced from organic waste and is considered a useful tool to reduce greenhouse gas emissions. It can be transmitted through a gas pipeline network or converted to bio-LNG. It can also be used for petrochemicals.
Especially in the shipping industry, bio-LNG is gaining increasing interest as regulations such as the EU ETS and FuelEU Maritime require shipping companies to use more low-carbon fuel.
Platts, part of S&P Global Energy, started assessing Rotterdam bio-LNG for bunker fuel in November 2024, and the prices of bio-LNG have remained strong due to high demand. Platts assessed Rotterdam bio-LNG at $37.095/MMBtu Sept. 15, a premium of $23.928/MMBtu over Rotterdam delivered LNG bunker on Sept. 15.
