The Middle East has become a key diesel supplier to Europe since the start of the Russia-Ukraine war with the region’s fuel exports needed to replace embargoed Russian products. The Middle East also has several new export-oriented refineries able to help meet European demand, including Kuwait’s 615,000 b/d Al-Zour refinery and Oman’s 230,000 b/d Duqm plant.
