Platts restates Chicago pipeline gasoline assessments reflect RVP of product shipped

In response to the anticipated reinstatement of an RVP waiver in eight Midwest states in summer 2026, Platts, part of S&P Global Energy, would like to clarify that its generic Chicago pipeline gasoline assessments will reflect the actual RVP of CBOB being shipped on the Badger and West Shore pipelines in the summer.

Platts removed Wolverine Pipeline from the basket underpinning the generic Chicago assessment from Feb. 3, 2025, which now reflects the lowest value between the Badger and West Shore pipelines, following the removal of the 1 psi waiver in multiple Midwest states and a division in RVP. On April 28, the EPA issued a 20-day waiver to allow E15 gasoline -- gasoline that uses a 15% ethanol blend -- to continue to be sold through the summer. In addition to the distribution of E15, the 1 psi waiver was reintroduced to the Midwest, and the 20-day waiver was repeated on a rolling basis from May 1 until Sept. 15.

Platts continued to assess the generic Chicago assessment at 9 RVP, after ethanol blending, for the duration of summer 2025 due to the uncertainty of the waivers' longevity and reflecting the actual RVP of CBOB gasoline being shipped on the Badger and West Shore pipelines into Chicago.

In accordance with the anticipated reinstatement of the 1 psi waiver in eight Midwest states in summer 2026, the assessment may be adjusted to reflect the prevailing higher RVP product available in the market.

Platts existing stand-alone assessments for CBOB on the Wolverine pipeline will continue to be published and will reflect higher 10 RVP CBOB in the summer. Platts will continue to monitor any updates and implement changes as needed.
