Platts proposes to discontinue German THG double-counting assessments

Platts, part of S&P Global Commodity Insights, is proposing to discontinue a number of Germany THG double-counting assessments, starting from Nov. 3.

The proposed discontinuation follows the publication of Germany's draft of RED III transposition on June 19 which has proposed ending double-counting incentives on biofuels derived from advanced feedstocks. Additionally, widespread market expectations have indicated an end to double-counting incentives in Germany from the start of 2026.

The following assessments are proposed to be discontinued from Nov. 1:

Platts will continue to assess Germany's double counting greenhouse gas quota until the end of 2025.

After this, the following assessments are proposed to be discontinued from Jan. 1, 2026:

After this point Platts is proposing to no longer assess Germany's double-counting greenhouse gas quota.

The proposal is based on current market expectations relating to announcements on the implementation of RED III in Germany. Should these circumstances change, Platts may update its proposal as necessary through the publication of additional subscriber notes.
