Platts, part of S&P Global Commodity Insights, has decided to add natural gas trades done at Pioneer Plant, Wyoming, to the location methodology for Kern River/Opal plant daily (IGBCL00), Northwest, Wyoming Pool daily (IGBCP00) and monthly (IGBDA03), Northwest, Rocky Mountains monthly (IGBCP03) and Kern River, Wyoming, monthly (IGBCL03) indices.
Pioneer plant is comparable in pricing and proximity to Opal Plant and Muddy Creek, two locations that are included in the current methodology. This decision follows a proposal note, which can be found here.
The new methodologies, which will become effective for trade date June 30 for flow date July 1 for the daily indices and for July 25 for monthly indices, the first trading day of August bidweek, will be as follows:
Kern River/Opal plant (daily market only)
Deliveries into Kern River Gas Transmission at the Opal, Wyoming, processing plant, Pioneer Plant and the Muddy Creek compressor station in southwestern Wyoming where Kern River interconnects with Northwest Pipeline, Questar Pipeline and Colorado Interstate Gas. Gas traded at the Opal Plant or Pioneer Plant that is not nominated into a specific pipeline is included in the daily Kern River-Opal Plant pricing point.
Kern River, Wyoming (monthly market only)
Deliveries into Kern River Gas Transmission anywhere in Wyoming. Transactions done at Opal, Wyoming, the Pioneer Plant and the Muddy Creek compressor station, where Kern River interconnects with Northwest Pipeline, Questar Pipeline and Colorado Interstate Gas, are used in both the Kern River, Wyoming, and Northwest Pipeline, Rocky Mountain, monthly postings because gas traded at those points often isn't for nomination into a specific pipeline.
Northwest, Rocky Mountains (monthly market)
Deliveries into Northwest Pipelines mainline in Wyoming, Utah and Colorado between the Kemmerer and Moab stations. Deliveries at Ignacio, Colorado, and elsewhere in zone MO are excluded. Transactions done at Opal, Wyoming, Pioneer Plant and the Muddy Creek compressor station, where Northwest interconnects with Kern River Gas Transmission, Questar Pipeline and Colorado Interstate Gas, are used in both the Kern River, Wyoming, and Northwest Pipeline, Rocky Mountain, monthly postings because gas traded at those points often is not for nomination into a specific pipeline.
Northwest, Wyoming pool (daily and monthly market)
Deliveries into Northwest Pipeline from the Green River, Wyoming, compressor station to the Kemmerer, Wyoming, station. Included are deliveries at the Opal Plant as well as at the Painter, Anschutz, Muddy Creek, Granger, Shute Creek, Pioneer Plant and Whitney stations.
Pioneer Plant will follow the same mapping rules as previously mentioned in the ICE Kern River, on system receipts subscriber note which can be found here: https://www.spglobal.com/commodityinsights/en/our-methodology/subscriber-notes/041423-platts-clarifies-current-mapping-approach-for-its-ice-kern-river-natural-gas-location
Please send all feedback, comments, and questions to americasgaspricing@spglobal.com and pricegroup@spglobal.com by June 23. Platts will consider all comments received and will make comments not marked as confidential available upon request.
