Platts proposes to amend CFR Tampa ammonia assessment specifications June 27

Platts, part of S&P Global Commodity Insights, is proposing to amend the methodology and specifications of its weekly CFR Tampa ammonia assessment, effective June 27.

Currently, the weekly CFR Tampa (FATCA04) ammonia assessment covers both spot trade and the monthly negotiated contract price between Yara and Mosaic.

Under this proposal, the CFR Tampa ammonia assessment would reflect only the latest monthly negotiated CP between Yara and Mosaic.

It is also proposed that the basis and volumes of the CFR Tampa assessment would be adjusted to reflect the terms of the contract.

Currently, if a new contract settlement for deliveries in the month ahead is confirmed in the seven days leading to the final Thursday of the month, the new settlement will overwrite the previous settlement. If a new price for the month ahead is confirmed prior to that, it is considered an early assessment, and the CFR Tampa assessment reflects both current and forward-month prices until the final Thursday of the month, when the new settlement overwrites the old.

However, it is proposed that the assessment would instead be updated as soon as a new CP is agreed, communicated and confirmed by Platts. The settlement value would, therefore, be published monthly and Platts would change the name of the assessment to better reflect the nature of the value as a CP.

The Tampa price is negotiated and agreed every month between Yara and Mosaic, typically in the second half of the month; however, the timing of settlements may vary. When a new contract settlement for deliveries in the following month is confirmed in the market in the last seven days leading to the last Thursday of the month, the new settlement will overwrite the previous settlement and the index is updated with the new price only. However, if a new CP is settled prior to that, it will be considered an early settlement and the new price will be entered in the index as a range, keeping both - previous and latest - prices until the last Thursday of the month, when the new settlement will be entered. When occasional spot sales into Tampa take place, they are included in the price assessment at the time of settlement, when the price becomes known to Platts. The spot prices are replaced by the following contract settlement, which reflects the largest volume being moved into the Tampa port and the contractual nature of this index.
