S&P Global Platts would like to clarify that its Russian fuel oil netbacks will not reflect the new excise duty due to launch from April 1, 2020.
From that date, Russia has announced that it will impose the new duty on fuel oil. However the Federal Antimonopoly Service will only publish the component necessary for calculating the tax after the end of the month applicable.
Platts publishes a daily, calculated netback value for fuel oil domestically, accounting for the export value of fuel and transportation costs from specified refineries. The netbacks will not reflect the new excise duty given the applicable rate would not be available at the time of publication.
Platts plans to monitor the new excise duty, once it is introduced, and will consider whether to start publishing it as a separate value.
