Platts to launch Vancouver rail renewable diesel RD99 and RD100 assessments, Dec. 1
Platts, part of S&P Global Energy, will launch daily Vancouver rail assessments for renewable diesel containing 99% renewable diesel and 1% conventional petroleum diesel (RD99) and 100% renewable diesel (RD100), effective Dec. 1, 2026.
Platts will also launch an RD99 differential assessment against NYMEX ultra-low sulfur diesel (ULSD) futures.
Platts has observed growing interest in the Canadian renewable diesel market, driven by the implementation of the federal Clean Fuel Regulations and the British Columbia Low Carbon Fuel Standard. These programs have supported demand for renewable diesel and associated compliance credits. The federal regulations require primary suppliers of gasoline and diesel to gradually reduce the carbon intensity (CI) of the fuels they supply, aiming for an approximate 15% reduction in CI of liquid fuels by 2030.
The RD99 assessment will exclude federal and provincial compliance credits, while the RD100 assessment will include Canada Clean Fuel Regulations Compliance Category 2 Current Quarter credits and British Columbia Low Carbon Fuel Standard Current Quarter credits.
The Vancouver RD price assessments and their monthly averages will reflect the specifications below:
| Assessment | RD99 Vancouver | RD100 Vancouver | RD99 Vancouver vs NYMEX ULSD |
| Unit of Measure | US cents/gal and Canadian cents/liter | ||
| Incoterm | DAP via railcar | ||
| Basis and Location | Vancouver, British Columbia | ||
| Delivery window | 10 to 30 days forward | ||
| Quality specifications | CAN/CGSB-3.517-2025 | ||
| Minimum volume | 2 railcars (approximately 60,000 US gallons) | ||
The assessments will reflect delivery via rail, including Canadian National Railway Company or Canadian Pacific Kansas City. Market information reflecting alternative delivery locations or transportation modes, including barge-delivered material, may be considered and normalized to the DAP rail Vancouver basis where appropriate.
Platts will reference the weighted-average carbon intensity (CI) of renewable diesel imported into or produced in Canada, calculated using the three most recently published quarterly CI values from Environmental and Climate Change Canada (ECCC), in its Clean Fuel Regulations quarterly credit market report. The reference value will be updated as ECCC publishes new quarterly data.
Platts will also publish an RD99 differential to NYMEX ULSD futures. The Platts RD99 NYMEX differential will roll from the front-month NYMEX ULSD futures contract (AAHS001) to the second-month NYMEX ULSD futures contract (AAHS002) based on prevailing trading liquidity and market feedback.
The assessments will be published in US cents/gal and converted into Canadian cents/liter using the 1:30 pm CST US dollar/Canadian dollar exchange rate assessment (CADUS00).
Platts will consider market information reported to Platts and published as heards throughout the day, including firm bids and offers, trades, and indicative price information, as well as any other data deemed relevant to the assessment process, including data from adjacent markets such as a net-forward calculation from the Platts RD99 USGC assessment (AAUWP00) to Vancouver.
The assessments will be published on fixed pages PBF010, PBF011, PBF310, and PBF311, as well as in Platts Biofuelscan, Biomass-Based Diesel Report, and Energy Core. They will reflect a 1:30 pm CST timestamp and follow the US publishing schedule.
The proposal was first announced on Oct. 19 in a subscriber note available here.
