Platts to launch German-compliant advanced renewable diesel assessments Dec. 1

Platts, part of S&P Global Energy, will launch daily assessments for advanced renewable diesel (RD), also known as hydrotreated vegetable oil (HVO), that is eligible for German compliance obligations, effective Dec. 1.

Platts will launch a new category of RD assessments, named RD-G, adding to its portfolio of existing European RD-A (ANEWA00) and RD-B (ANEWB00) assessments.

The assessments will reflect advanced RD volumes that are eligible to meet compliance obligations in the German market, a leading European consumer of liquid transport fuels.

The assessments will reflect RD or HVO volumes derived from any Annex IX-A feedstocks approved for use in Germany by the Federal Office for Agriculture and Food (BLE). This is in line with upcoming changes to the country's renewable fuel legislation, as outlined in Germany's latest Renewable Energy Directive (RED III), which took effect on Jan. 1.

The assessments will be FOB Flushing, Amsterdam, Rotterdam, Antwerp, and Ghent (FARAG) and will reflect volumes of 1,000 metric tons, carrying Germany-eligible proof of sustainability (PoS) documentation.

Other FOB locations within Northwest Europe may be considered and normalized to the FARAG basis for the assessment. Volumes larger or smaller than 1,000 mt may also be considered and normalized to 1,000 mt for the assessment.

Under current legislation, biofuel volumes traded into the German market must carry Nabisy-registered PoS documentation, originating from a country approved for export by the BLE. Nabisy is Germany's web-based application for sustainable biomass, operated by the BLE.

In line with market feedback, the assessments will reflect material that meets the minimum greenhouse gas (GHG) savings of 80% against the RED III fossil fuel comparator of 94 gCO2e/MJ. Prices of materials at other GHG-saving levels may be considered and normalized to a minimum of 80% GHG savings.

The assessments will reflect material that meets the standard EN15940, with a minimum cetane level of 70 and a maximum cold filter plugging point (CFPP) of -10 C.

The assessments will reflect barges loading 3-15 days forward on Monday and Tuesday and 5-15 days forward from Wednesday through Friday, from the date of publication.

Platts will assess the outright price of RD-G and its premium to the benchmark Platts ULSD 10ppmS FOB ARA barge assessment (AAJUS00). Both outright prices and premiums will be published in $/cu m and $/mt.

The methodology and specifications for the diesel assessment are available here.

Weekly and monthly averages will also be published for the assessments.

Further details of the RD assessments are as follows:

Name Unit Premium or outright Feedstock pool Basis GHG savings Specification
RD-G FOB FARAG $/mt $/mt Outright Nabisy, Annex IX-A FOB FARAG Min. 80% Min. cetane 70, Max. CFPP -10 C
RD-G FOB FARAG $/cu m $/cu m Outright Nabisy, Annex IX-A FOB FARAG Min. 80% Min. cetane 70, Max. CFPP -10 C
RD-G FOB FARAG Premium $/mt $/mt Premium over Platts ULSD Nabisy, Annex IX-A FOB FARAG Min. 80% Min. cetane 70, Max. CFPP -10 C
RD-G FOB FARAG Premium $/cu m $/cu m Premium over Platts ULSD Nabisy, Annex IX-A FOB FARAG Min. 80% Min. cetane 70, Max. CFPP -10 C

The assessments will reflect a 4:30 pm London market close and follow the Platts UK publishing schedule.

Platts proposed launching the assessments in a subscriber note published on Oct. 20.
