Platts proposes to launch German-compliant advanced renewable diesel assessments, Dec. 1
Platts, part of S&P Global Energy, proposes to launch daily assessments of advanced renewable diesel (HVO ) that is eligible for German compliance obligations, effective Dec. 1, 2026.
Platts is proposing to launch this new category of renewable diesel assessments under the name RD-G, adding to the portfolio of existing European assessments under the names RD-A (ANEWA00) and RD-B (ANEWB00).
The proposed assessments would reflect advanced renewable diesel volumes eligible for meeting compliance obligations in the German market, a leading European consumer of liquid transport fuels.
The assessments would reflect RD or HVO volumes derived from any Annex IX-A feedstocks approved for use in Germany by the Federal Office for Agriculture and Food, or BLE. This is in line with upcoming changes to the country's renewable fuel legislation, as outlined in Germany's latest Renewable Energy Directive, or RED III, in force as of Jan. 1, 2026.
The proposed RD assessments would be FOB basis Flushing Amsterdam Rotterdam Antwerp Ghent (FARAG) and reflect volumes of basis 1,000 mt, carrying Germany eligible proof of sustainability documentation, or PoS.
Other locations within Northwest Europe would be considered for the assessment but will be normalized to reflect basis FARAG. Larger and smaller volumes than 1,000 mt may be considered and normalized to basis 1,000 mt.
Under current legislation, biofuel volumes traded into the German market must carry Nabisy-registered Proof of Sustainability (PoS) documentation, originating from a country approved for export by the BLE. Nabisy is Germany's web-based application for sustainable biomass, operated by the BLE.
In line with market feedback, the assessments would reflect material meeting a minimum greenhouse-gas savings of 80% versus the fossil fuel comparator set out under RED III at 94gCO2e/MJ.
Other GHG savings levels may be considered and normalized to a min 80% GHG savings .
The proposed RD assessments would meet standard EN15940, with a minimum cetane level of 70 and a maximum cold filter plugging point, or CFPP, of minus 10 degrees Celsius.
The assessments would reflect barges loading 3-15 days forward (Monday-Tuesday) and 5-15 days forward (Wednesday-Friday) from the date of publication.
Platts would publish the outright price of RD-G, alongside the premium it commands over the benchmark Platts ULSD 10ppmS FOB ARA barge assessment (AAJUS00). Both outright prices and premiums would be published in $/cu m and $/mt.
The methodology and specifications for the diesel assessments can be found here: https://www.spglobal.com/energy/en/pricing-benchmarks/our-methodology/methodology-specifications/refined-products
Weekly and monthly averages will also be published for the proposed assessments.
