Platts launches new CFR Central America PVC assessment, changes CFR WCSA basis ports

Platts, part of S&P Global Energy, has launched a new Polyvinyl Chloride Suspension assessment for the Central American market and has refined the basis locations reflected in its CFR West Coast of South America PVC assessment, effective July 22, 2026.

New CFR Central America PVC Assessment:

Platts has launched this new assessment to bring additional price transparency in this region. The assessment reflects the K65 grade, while other comparable grades, such as K66 and K67, may be normalized to this standard. The basis location is Santo Tomás de Castilla and Puerto Barrios ports.

Other information received outside the standard specifications may be considered for assessment purposes, subject to normalization.

CFR WCSA basis locations:

Platts has removed Cartagena, Colombia as a basis port for its CFR West Coast South America (WCSA) PVC assessment (AASVH00).

Previously, the assessment reflected material delivered to Chile (Valparaiso, San Antonio), Colombia (Buenaventura, Cartagena), Ecuador (Guayaquil) and Uruguay (Montevideo).

Based on market feedback, Platts understood that Cartagena is not considered a par port, as US export cargoes to this location do not require transit through the Panama Canal.

The assessment continues to be published on Wednesdays at 1:30 pm US Central Time, in line with the Brazil publishing calendar.

The CFR WCSA assessment is published in Polymerscan and Polymerscan Latin American Edition, on fixed pages PCA0245, PCA0246, PCA0818, on S&P Global Energy Core and in the Platts Price Point Database.

These changes were initially proposed in a note published May 29. A subsequent note announcing the changes was published July 19.
