Singapore's yearly volumes on steady growth trajectory
Dec biobunker sales up 44.6% MOM due to term commitments
Q4 biobunker sales drop 42.3% QOQ amid frontloaded demand
Biobunker sales in Singapore, Asia's largest biobunkering hub, rose 54.4% year over year to a record high of 1.36 million metric tons in 2025, according to preliminary data released by the Maritime and Port Authority of Singapore Jan. 13.
Total bio-blended HSFO volumes delivered tripled in 2025, compared with 2024, while annual bio-blended LSFO sales saw a 36.3% year-over-year uptick in 2025.
Global marine biofuel demand saw an additional regulatory push last year with the implementation of the FuelEU Maritime, a part of the European Commission's Fit for 55 legislation. Shipowners could opt to have their vessels calling at European ports bunker biofuel blends in Singapore and Asia, and burn the fuel over the voyage to comply with the mandated 2% reduction in annual average greenhouse gas intensity of their affected ships under the FuelEU Maritime, according to market sources.
Singapore's biobunker demand in 2025 appeared to be frontloaded, with shipping companies fulfilling decarbonization targets earlier in the year. Q4 2025 biobunker sales fell 42.3% quarter over quarter and declined 41.2% year over year, aligned with market participants' observations of an overall decline in biobunkering activity in the last quarter, which was unlike the trend seen in 2024.
Nevertheless, the port of Singapore concluded 2025 with a 44.6% month-over-month rise in biobunker sales last month, supported by an increase in term volumes lifted by some buyers.
"I don't see the demand coming from spot," a supplier said, echoing the observations of other biobunker sellers.
Another Singapore-based supplier said, "Taking biofuels in December for 2025 compliance might be too late, but some buyers have committed to contracts."
In December, monthly delivered volumes for both the bio-blended LSFO and bio-blended HSFO grades rose 54.4% and 83.7% from November, respectively.
There were no sales recorded for the other bio-blended grades and B100 neat biodiesel in December.
Slow demand continued to weigh on the Singapore biobunker spot market entering the new year.
Enquiries were limited and enquired volumes were small, with trade negotiations eventually falling through, a trader said.
Platts, part of S&P Global Energy, last assessed Singapore-delivered B24 and B30 low-sulfur biobunkers at $642.56/mt and $698.56/mt, respectively, on Jan. 13, reflecting premiums of $218/mt and $274/mt over the Platts benchmark FOB Singapore marine fuel 0.5%S cargo assessment.
Platts assessed Singapore-delivered B24 and B30 high-sulfur biobunkers at $578.60/mt and $632.60/mt, respectively, on Jan. 13, reflecting premiums of $234/mt and $288/mt over the FOB Singapore 380 CST 3.5%S fuel oil cargo assessment.
