Platts to expand list of ports reflected in ULSD CIF NWE assessment

S&P Global Platts proposes to expand the list of ports reflected in its Market on Close assessment process for CIF Northwest European ULSD cargoes, effective February 3, 2020, to include Milford Haven in the UK.

Following market feedback, Platts understands that Milford Haven port is an active and regular location for the importation of diesel. Platts understands the depth of water available at all states of tide to be over 17m and the port to accommodate vessels with drafts up to 22m.

Under the proposal, Platts would start publishing bids and offers for "Milford Haven" in the MOC assessment process for CIF NWE ULSD Cargoes, in addition to the ports currently reflected.

Platts currently publishes bids and offers into the following locations:

Belgium: Antwerp, Ghent;

France: Bordeaux, Brest, Donges, Dunkirk, La Pallice, Le Havre, Lorient, Pauillac, Rouen;

Germany: Bremen, Hamburg Kiel, Rostock, Wilhelmshaven;

Ireland: Dublin;

Netherlands: Amsterdam, Rotterdam;

Spain: Bilbao, Gijon;

UK: Belfast, Cardiff, Clydebank, Eastham, Grangemouth, Immingham, Londonderry, Plymouth, Teesside, Thames, Tranmere.

Platts is requesting feedback on all aspects of this proposal, including the suitability of the new port listed as well as comments on the current list of ports reflected in the assessment process.

The CIF NWE ULSD cargo assessment is published in the Platts European Marketscan and PGA page 1472 and is identified in the Platts price database under the code: AAVBF00.
