SUBSCRIBER NOTE: PLATTS OPENS REVIEW OF COLONIAL PIPELINE JET, HEATING OIL ASSESSMENTS

S&P Global Platts is opening a formal consultation to seek feedback on its US refined product assessments that could be affected by Colonial Pipeline's plan to eliminate shipments of high sulfur grades of jet fuel and heating oil in January 2018.

Specifically, Platts invites feedback as to how and if these products should be assessed in the event that there is no underlying physical trade. For example, Platts could employ price information from related markets to arrive at a calculated assessment.

Platts invites comments, suggestions, questions and other feedback on the future of these assessments by November 11, 2016.

Colonial announced October 11 that the change would affect products with a sulfur content greater than 500 ppm, which includes 54 grade (jet) and 70, 71, 77 and 88 grades (high-sulfur heating oil). Colonial said its decision to eliminate the high sulfur grades was based on feedback from shippers, transmix processors, refiners and end users such as individual airlines.

Colonial also cited the requirements in Northeastern states to move toward ultra low sulfur heating oil and away from high sulfur heating oil. The pipeline said shipments of low sulfur products, such as low sulfur heating oil (75 grade and 85 grade) and low sulfur kero (55 grade), would continue.

Colonial's 1.16 million b/d distillate Line 2 is the main artery moving distillate product between the Gulf Coast and the Northeast.
