Platts will launch eWindow for its European diesel, gasoil and jet CIF Northwest European cargoes assessment process and its Mediterranean diesel and gasoil cargoes assessment process on Thursday, October 31. This will create a different format for headlines of bids and offers published on PGA005. For example, a headline that would currently appear as "ULSD: CARGO: Company A bids at ICE Nov EFP +$30/mt basis Lavera on November 20-24 dates" will from October 31 be published as "Platts Med ULSD Crg CIF bss Lavera, Company A bids November 20-24 100% ICE 0.1% Gasoil Full Mnth Nov $30.00". Company short-form names may also appear differently. The final pricing period when updates to bids or offers are no longer possible will be pushed forward by one minute from the current 16:27:59 London time to 16:28:59:99 London time. In the last minute, it will only be possible to hit bids, lift offers and to repeat trades. Incrementability will also change from the current maximum of $1/mt per minute to $1/mt per 20 seconds. The minimum increment will remain fixed at 25 cents/mt. It will remain possible to repeat a bid or an offer within one minute of a trade being concluded. If a repeat is made in the last 20 seconds of the MOC process -- between 16:29:40:99 London time and 16:30:00:99 London time -- it will trigger a price extension of one minute. This is down from the current price extension of three minutes in such cases. Market participants who wish to continue communicating indications to Platts via Yahoo Messenger are welcome to do so, but will be subject to the old incrementability rules of a price change every minute and the price freeze of 16:28:00 London time to allow editors to process indications.
