Platts to launch USGC waterborne gasoline, diesel assessments excluding RVO from Nov 1

S&P Global Platts will launch US Gulf Coast waterborne assessments for ULSD, CBOB, premium CBOB, unleaded 87 and unleaded 93, excluding Renewable Volume Obligation values, with effect from Nov. 1, 2021.

The launch of these new assessments provides further transparency to the robust USGC refined product export market, where RVO values are discounted for gasoline and diesel shipments. Exports do not carry any RVO obligations under the US Renewable Fuels Standard, unlike in the domestic US market.

The new assessments will reflect the value of waterborne assessments minus the daily RVO value, published on an outright basis in US cents/gal.

In addition, Platts will also launch a premium CBOB waterborne assessment, complementing the existing assessments for USGC waterborne CBOB and conventional unleaded gasoline grades. The waterborne premium CBOB assessment will be calculated by applying the spread between Colonial Pipeline and waterborne values for regular CBOB to the Colonial Pipeline assessment for Premium CBOB.
