Platts launches new CPT Rouen, France, wheat assessment, Sept. 1

Platts, part of S&P Global Commodity Insights, has launched a new daily price assessment for EU milling wheat CPT France, basis Rouen, effective Sept. 1.

The assessment represents the value of wheat carriage paid to Rouen port, published in Eur/mt, reflecting typical market practice of transacting in euros.

The launch of the new assessment was first proposed on April 16, in a subscriber note available here. Platts then extended the proposal feedback period on May 1 and June 2 in subscriber notes linked here and here , respectively . The decision to launch was confirmed on Aug. 1 in a subscriber note here.

The specifications of the price assessment are as follows:

  • Basis and location: CPT Rouen, France
  • Quality: Soft wheat with a protein content of 11%, a minimum test weight of 76 kg/hl, a maximum moisture content of 15%, a minimum Hagberg Falling Number of 220 seconds, a minimum wet gluten content of 23%, a minimum W number of 160, maximum foreign matter content of 2%
  • Quantity: 1,000 mt
  • Timing: Delivered in either the first 15 days of a month or the remainder of the month. For example, from July 1 to July 15, the assessment will reflect deliveries for July 16-31. From July 16 to July 31, the assessment will reflect deliveries for Aug. 1-15
  • Payment terms: Cash against documents

The original proposed loading window of 28-42 days forward was updated to reflect wheat delivered in either the first 15 days of a month or the remainder of the month, following feedback from the market. Likewise, the original proposed maximum moisture content of 14% was increased to 15% based on market feedback.

The CPT EU Rouen (France 11%) wheat price assessment (symbol ACQTC00) and its monthly average (symbol ACQTC03) are assessed in Eur/mt. Platts already publishes an assessment for CPT Rouen in $/mt under the symbol ACPTA00 and its monthly average under the symbol ACPTA03. Platts has amended the specifications of its existing $/mt CPT Rouen assessment (ACPTA00) to align with those above.

After the launch of the Eur/mt assessment, the existing CPT Rouen assessment is calculated using the relevant Eur/$ exchange rate (AAFCW00).

The assessments are published in Daily Grains and are available on Platts Connect. They are also published in the Fixed Pages Europe Grain Assessments (PAA1440) and Europe Grain Monthly Averages ( PAA1612).

The assessments consider market information reported to Platts, published as heards throughout the day, including firm bids and offers, trades, indicative values and any other data deemed relevant to the assessment process.

The daily assessments reflect a 4:30 pm London timestamp and follow the Platts London publishing schedule.
