Platts, part of S&P Global Commodity Insights, has launched a series of assessments focused on carbon dioxide abatement costs using biodiesel over conventional bunker fuels, pertaining to FuelEU maritime regulatory requirements, effective Sept. 1, 2025.
The assessments quantify the cost of emissions abatement generated through the use of biodiesel in bunkering operations, providing market participants with clear metrics for evaluating the cost of abating greenhouse gas emissions.
This can be used by potential buyers and sellers of FuelEU maritime compliance surplus to negotiate trading of this surplus within their pools.
The assessments reflect the abatement cost of combinations of daily Platts assessments along with their monthly averages, with the bunkering location bracketed as appropriate. The assessments are under the following symbols:

Platts B30 Rotterdam UCOME assessment (ABKRA00) reflects a marine fuel blend of 30% used cooking oil methyl ester and very low sulfur fuel oil. Platts B24 Biobunkers LSFO Singapore market-based assessment (LSFOO00) reflects a marine fuel blend of 24% bio-component and 76% low-sulfur fuel oil.
These CO2 abatement assessments are expressed in terms of $/mtCO2e, allowing for standardized comparisons across different fuel types. The emissions factors for Well-to-Wake emissions are calculated in accordance with REGULATION (EU) 2023/1805 OF THE EUROPEAN PARLIAMENT and the blending assumptions for bio-bunker fuels.
For UCOME, the default well-to-wake emissions value is 14.9 gCO2eq/MJ under the EU Renewable Energy Directive (RED).
The assessments include EU ETS costs underpinned by Tank-to-Wake emissions factors of the fuels, calculated using daily EUA price assessments published by Platts (EADLP00), and factoring in the phase-in co-efficient of the current year.
The assessments are published on the following fixed pages for daily assessments (PGB2050, PGA2051, PRF2050) and the following for monthly averages (PGB2052, PGA2053, PRF2052).
They are also published in the Bunkerwire and Bunkerwire Monthly reports, along with the Biofuelscan reports.
Additionally, Platts will publish all FuelEU CO2 abatement assessments in the following fixed pages for daily assessments ( CMA2500, ETA2500 ) and the following for monthly averages ( CMA2501, ETA2501) , along with the Carbon Markets Daily report from Oct. 1, 2025.
